Yeah,  they use  a similar tactic in S Austin, TX to get people to slow
down in a small valley along I-35 south of the river. They will
constantly place  an unmanned police  car  in position as if  it's
driver was using the radar gun.  I  thought it was crafty  when  I saw
it. The small  valley the freeway runs through is  right where traffic
backs  up and  I could  easily see people speeding right into  the  back
of traffic stopped just past LOS.
