resolved the issue with this workaround:
rm
${YOUR_WORKSPACE_FOLDER}/.metadata/.plugins/org.eclipse.equinox.p2.ui/dialog_settings.xml

I'm using 12.10 6x and just installed eclipse 3.8 from the software
center, this issue still exists. I tried deleting the .metadata folder
but the problem still exists. For now I added Juno to the software sites
list and all seems well. Thouhn I'm not quite clear if 3.8 is actually
Juno...
