I'm at Ubuntu 13.10 right now and this bug/feature is still available. There is a "Save pin" feature that I click each time, which does not work.

It does not connect to the internet when I've entered the PIN code. When I purposefully try to connect to the internet, it does so just fine. I have done the following: I've entered the PIN code in my connection settings - This works as expected, it does not ask me for PIN when I manually connect to the internet. But it does not remove the automatic dialog at boot.
