I'm at Ubuntu 13.10 right now and this bug/feature is still available.
There is a "Save pin" feature that I click each time, which does not
work.

  Asked for pin at every boot

Status in “network-manager-applet” package in Ubuntu:
  Confirmed

Bug description:
  Every time I boot the system and log in, the network manager applet asks me 
for the PIN code to my 3G wireless card, even without me ever asking it to 
connect to anything. It does not connect to the internet when I've entered the 
PIN code. 
  When I purposefully try to connect to the internet, it does so just fine.

  I have done the following: 
  I've entered the PIN code in my connection settings - This works as expected, 
it does not ask me for PIN when I manually connect to the internet. But it does 
not remove the automatic dialog at boot.
  I've tried ticking the "Available to all users" box in the connection 
settings, this worked as advertised but did not remove the automatic dialog at 
boot.
