That was a guy becoming crazy, really.
Anyway. The problem persists. And the workaround doesn't work.

NOT FIXED I'm using UBUNTU 14.10 and got this incredibly frustrating
bug trying to edit the scaling_governor files. Just trying to shut off the
equally frustrating governor LORD! Been at it for hours. LITERALLY. This
has become a bonafide HARDCORE JEZZ!!!

is giving I/O error.
