When I either lock the screen or it locks by itself (and goes blank),
when I come back and move the mouse is shows the desktop & open windows
for about a second before it blanks again and then asks for the
password. This started happening with Ubuntu 11.04 after an upgrade from
10.10; I was hoping it would go away with an upgrade to 11.10 but this
was not the case.

Here is the info you asked for:

What is expected: 
1) The screen goes blank & locks
2) The user comes back and moves the mouse
3) The screen stays blank and the password dialog comes up, the user does not 
see anything else

What happens:
1) The screen goes blank & locks
2) The user comes back and moves the mouse
3) The screen shows the desktop for a second (and any windows open at the 
time), then it blanks again and shows the password dialog.

I believe this is a security issue too, although one could argue a small
one, but it allows someone who has physical access to the PC to see the
screen for a second even when it is locked. I will not flag is as a
security issue though, I'll let the Ubuntu team decide if if is
considered one by their standards.
