It'd improve perceived usability to have a proper feedback
information/animation from the moment user presses "Send" or repeats a
message, to the moment that the message is verifiably published via the
APIs.

This might be a simple banner with "Sending..."/"Repeating...", or an
animated icon in the message box or top right corner (depending on
whether a new message/reply or a repeat is being done), or something
else depending on the wanted UI.
