When I run xrandr --output LVDS1 --rotate inverted while I am in the
state normal, it rotates only lower half of the screen (see attached
screenshot). This is only the case from normal to inverted. All other
combinations work as intended.

Yes, it is the same problem.
When additionally installing the _Dash to Dock_ extension from
extensions.gnome.org, then you can easily change the settings (also from
Ubuntu Dock). Unchecking the option "Panel mode: extend to the screen
edge" (as noted in the link from my description:
