This is a very difficult issue because it amounts to a fairly major feature change underneath. Every access has to be wrapped by a permissions check, followed by an authentication. Someone tried to patch this into the file manager a while back, but the patch never got approved. The real bug is

Public bug reported: When the volume is set to around 50% in PulseAudio (using the Ubuntu Sound preferences screen but cross-checked by simply viewing with pavucontrol) the alsamixer volume is set to 0%. I can see the volume rise quickly as the volume is raised past 50% in the Sound preferences
