After some update or some package installation the problem is fixed now.
Simultaneously, a similar problem with Skype video is fixed too.

It turns out that simply unchecking the VLC option "Accelerated video
output (Overlay)" in Preference > Video > Display solves the issue.
Maybe this is just a small VLC bug?

this is not a kernel bug, but -intel and basically the same as 1537053
-modesetting doesn't have this issue
