This looks specific to the GTK3 integration plugin. Uninstalling
libreoffice-gtk3 and installing libreoffice-gtk2 fixes the issue.

Title:
  Copy-paste between two LibreOffice windows does not work with Russian
  locale

Status in libreoffice package in Ubuntu:

Bug description:
  Test Case:

  0) Make sure the locale is ru_RU.UTF-8;
  1) Open two empty LibreOffice Writer windows;
  2) Enter any word in one of the windows;
  3) Right click → Copy;
  4) Switch to the other window;
  5) Right click → Paste.

  This does not work. xclip says that the word is copied correctly (both
  text/plain and text/html targets are present).

  Pasting into the same window does work.

  Pasting into the other window with Right click → Paste Special →
  Unformatted Text also does work.

  Starting LibreOffice with LC_ALL=en_US.UTF-8 also helps.

  LibreOffice version: 1:5.2.2-0ubuntu1
  Ubuntu version: 16.10
