  monitor.  Today, the system boots up with all the text and icons much
  larger, and Settings -> Displays now informs me that my monitor is
  only 1024x768 and won't permit me to change it back to the correct
  setting.  I haven't changed anything, hardware or software.  How do I
  make it work correctly again?

I can't tell if it's still valid because my monitor stopped working and
had to be replaced within a month afterward, and the problem hasn't
happened since.

Marking as Invalid because the release is EOL is not correct. Marking as 
Incomplete. Also, 18.04 is (at the time of writing) still in development, and 
you should expect some breakage.
