I also got this issue on 17.10 after installing linux kernel 4.15.1
(amd64, lot-latency) from Ubuntu kernel-ppa[1] and Vesa components from
Padoka PPA[2] to get better support for my Vega 56 GPU

In terms of oibaf PPA, I am also pretty sure that mouse stuff was
working for quite a while after initially setting up the PPA.

At home I checked what actual PPA I am using for the newest Mesa
packages - and it turns out I too use

I had the same issue and I disabling the default for Wayland also
resolved it for me.
(I had to uncomment the line #WaylandEnable=false in
/etc/gdm3/custom.conf.)
Initially after updating from 17.04 to 17.10 I had no troubles. For me
this mouse issue appeared some time after (not right away)
