Unfortunately the fix doesn't work and Ubuntu 19.10 with ppp 2.4.7-2+4.1ubuntu4.1 is still affected. I've added a bunch of logger -t usepeerdns -- doing stuff commands to /etc/ppp/ip-up.d/usepeerdns and /etc/ppp/ip- down.d/usepeerdns. Here's what I see when /etc/resolv.conf is
