Also, it appears the problem is arising from your existing debug package being a higher version than the binary package not yet installed. I don't know how to reproduce this situation without intentionally breaking the system... Please try this as a fix: sudo apt update sudo apt install -f

Hmm, gnome-shell-dbgsym (3.28.3+git20190124-0ubuntu18.04.1) installs just fine if you install it afterwards. AFAIK most packages avoid this problem by automatically uninstalling debug symbol packages before updating the binary packages (which is annoying in itself). It appears that didn't happen
