I would be surprised if PulseAudio still lacked this feature. I'm sure there must be tons of people who would want this, they just don't know about it... I just thought the sound in Ubuntu is flat, and the only thing I miss from Windows is Breakaway Audio Enhancer. Then I found something called audio compression in VLC, which seemed to be what I missed..
