This or something similar to this existed in Ubuntu 10.04 LTS, and the behavior was spot on. In 10.04 at the login screen (not sure if it was lightdm back then), when the computer's power button was pressed, a popup was displayed. The popup propmted the user with shutdown options: shutdown,

There should be no requirement to log-in in order to shut the machine down if you have physical access, the power button should initiate this in an orderly manner (warning/prompting as required). Basically, if the person at the power button wants to, they can hold the button in for 5 sec and
