python support up through 3.11!

With a recent merge request https://forge-allura.apache.org/p/allura/git/merge-requests/396/ from contributor Ellery, Allura now works on python 3.7 all the way up through 3.11. Next steps I think are: - updating jenkins & docs to cover 3.11
