contributor Ellery, Allura now works on python 3.7 all the way up through 3.11.
Next steps I think are:
- updating jenkins & docs to cover 3.11

- make a release?
- make 3.11 the default
- drop 3.7 when its end-of-life in a few months? Or keep supporting as long as
