When attempting 'aria plugins install' on the openstack plugin wagon from
the website, I get the error:

of an unsupported type. Only zip/wgn is allowed
aria 0.1.1
The wgn looks ok (i.e. tar tzf works).

I just tried it myself and the service template parses fine.
This is related to this change:

The commit was introduced after 0.1.1 was released, so I think what might
be the case here
