It seems like you have to be added as a "contributor" role before you can
be assigned to an issue at the moment.
I can't change this permission scheme myself. I think it might actually be
a single permissions scheme across Apache projects, but I'm not sure about
that.

I opened a JIRA bug https://issues.apache.org/jira/browse/ARIA-352 and worked
on a fix.
However, I am unable to assign the JIRA bug to myself, I am guessing since I am
a new contributor, it could be permissions issue. Would appreciate if the JIRA
admin would give me the relevant permissions.
