I solved it. Our docs suggest uploading your gpg key to an mit keyserver
which doesn't seem to be working properly. I've uploaded to
https://keys.openpgp.org/ and have now managed to close the repo.

I've just pushed the new snapshot version to brooklyn but I did all the
modules at once (as per the instructions) so the submodule builds have all
broken - hopefully they will recover once the root module build passes and
I rerun them.
