In my recent experience the failures are intermittent and flaky. We should 
definitely fix them. Some of them might be attributable to CircleCI itself as 
the same failures are not always observed locally or even on general AWS 
instances.

I think anybody can run these tests locally.  It's just possible to pay to 
offload them.

And when I say anybody, I don't mean me, because I always fail to get dtests to 
run due to environmental problems.  But I'm reliably informed that others 
manage.

There's no requirement for any alpha to pass a successful vote, or to be 
voted on at all. It remains available in the staging repository for everyone 
that wants to test it. That is in itself a great way of saying it's "alpha". 
Ofc if you want it tested in more hands then it makes sense it is easier to get.

I'm -0 (non-binding anyway) on the release for this reason.

Thanks a bunch for the test runs. Most of those upgrade tests show 
"RuntimeError: You need to set JAVA8_HOME," so it does look like a 
systemic, generic issue to resolve there somewhere in dtest. Thanks again!

Things like fqltool, cassandra-diff, and the testing that Joey has been doing
