A very basic initial version of this is proposed in CASSANDRA-14954 just by 
disabling the redirect and enabling directory listing under 
https://cassandra.apache.org/doc/

Cassandra website docs for 3.11 added

The docs for Cassandra-3.11.3 have been added to the website:
 - http://cassandra.apache.org/doc/3.11/
 - http://cassandra.apache.org/doc/3.11.3/

These are not linked to from anywhere.

Next step it to regenerate the docs for Cassandra-4.0 (latest). I'll do this 
next week if no one objects.

Beyond that i'm thinking it would be nice to…
 a) list and link to the different versions of the docs,
 b) better document how to build and publish the versioned docs during the 
release process¹,
 c) put in a Jenkins build to automatically publish trunk changes (to latest).

Anyone got any thoughts on this?
