CLIMATE-762 Automate symlinking ocw-vm frontend to backend to allow for 
serving of files with bottle.

CLIMATE-762 Automate symlinking ocw-vm frontend to backend to allow for 
serving of files with bottle.

- Check if the symlink to the front end when the web services are started 
and create the link if it does not.
