You don't really need rsync for that, here's how I use lftp:
cd /mirrors/packages.shapeblue.com/cloudstack/ ; lftp -e mirror --delete;bye
http://packages.shapeblue.com/cloudstack/
cd /mirrors
-solutions.com.INVALID
