Not sure about this particular character, but in i18n samples there are a
lot of exotic characters which are in CVS for quite a long time and there
were no any issues with them.
Take a look at the german translation, I think that it should contain

Sounds great to me. AFAIK no one fixed the IE layout - I'd assumed
this came from an upgrade in Forrest
Try to use the request input module:
map:param name=param value={request:sitemapURI}/
(or something like this).
Not sure if this is what you are looking for, but sounds similar.
