I would not expect many changes in this project anyway (and we don’t have to
implement new features in older editions in the future.)

It does no harm to exclude the file, which is not required for a
source or binary release.

We have fixed quite a few bugs and added some significant enhancements
since Apache Commons Parent 52 was released, so I would like to
release Apache Commons Parent 53.
