Uploading to bintray/maven is not required for a release, but it is a
nice to have that we have always relied on.
Since it is done post-release, perhaps we can have some automation
(cordova-status?) that checks for these things that can be overlooked.

Cordova Android is made available via Bintray/Maven so it
I published the last 2 releases, don't have much time this week to look

Not sure if we missed some step on latest cordova-android releases, or
if somebody else is publishing after releases, but 7.1.3 and 7.1.4 are
not available on maven.
