Crail has been in incubation since late 2017 [1]. For the last couple
of years, activity has been low [2], and the chances of attracting new
committers and building a vibrant community seem very slim at this
point.
I therefore propose to retire Crail from the Incubator [3].

If you haven't already, read the retirement guide and make sure you

upon retirement.
