The problem is simply if you call the goal directly via: {{mvn apache-rat:check}} without the life cycle the execution with the id {{default-cli}} will be used to configure the appropriate plugin. In this case the plugin is configured in the reporting area which means only for running {{mvn site}} but not for running out of the life cycle. This problem can be simply solved by moving the configuration in a {{pluginManagement}} area which will result in a working execution.
