This is something that worked in ICU4J v58.2, but was broken in v59.1 during a 
major rewrite of the number handling.  However, a parseNoExponent setting has 
been added to DecimalFormat that supposedly will enable handling of empty 
string exponents, but it is currently marked as deprecated due to its 
experimental status.  It is supposed to be moved out of experimental status in 
the near future.
