[DISCUSS] Flagon OCT Quarterly Report Up for Review

Hi Folks,

It looks like our JUL report wasn’t signed off on (no reason). We were asked to 
report SEPT, however, I missed that window. I have therefore prepared an OCT 
report well in advance of deadline.
