In FlexJS and the new Falcon MXML codegen, this kind of issue is passed to

As first glance this look like most of the other date issues ie Flash Player
having issue with daylight saving times however there some interesting comments
at the end around what the compile team was thinking about.

Personally, I would say #4 -- assuming people can vote on closed tickets or
re-open them if they run across them. There are quite a few duplicates
(not hundreds, but more than 30) of those old tickets, and having them
reopened I would imagine could cause issues.
