FLIP-65 has introduced new abstractions for functions. They make implementing
user-defined functions straightforward. However, currently, these abstraction
are not available for built-in functions. Adding a built-in function requires
many changes at different locations as shown in FLINK-6810. This is
error-prone, limits contributions, and is also not well supported by the
current module system.
