Similar to FLINK-25230, we should revisit how functions are serialized into the
JSON plan.
- No legacy in plan
- No Java serialization in plan
- Consider config option regarding catalog objects
- Helpful exceptions for the unsupported cases
- Use function version 1 for all functions as a first step
