Quick note: I am not on the Incubator PMC, so would be in the PPMC list but not
the IPMC list. I mistakenly said binding on my vote, as if I understand
correctly now that only applies to IPMC members (Jacopo, John, and Sergio all
are).

2.3.24 (incubating) passed with the following results: 4 binding "+1",
2 non-binding "+1" votes, no "0" votes, no "-1" votes. Thus, this
version is recommended for release by the PPMC, and the formal release
vote will be soon follow
