Having someone else be chair insures that someone else is staying fairly involved in the activities of the project, even if they aren’t the most active committer. You need at least 3 active PMC members so use any opportunity you can to make sure you stay above that mark.Since it's a voluntarily position, let's see who wants that responsibility.
