Sucessfully installed the GEP from the staging site, configured a server
runtime, start/stop seems fine.

Just did following quick tests successfully:
1, Install the staging WEP 2.1.7 on a clean helios.
2, Create a 2.1.7 server runtime definition
3, Created and run a simple web app in the server runtime.
