I've taken a quick crack at the release notes, but they still need
some love from others. The "Significant Changes Since the M4
Release" probably has some stuff that should be added and the
"Significant Missing Features" probably has some things that should
be removed.
Also, we probably want some neat text for the "Certification Status"
section.
