Task creation errors in GobblinMultiTaskAttempt.runWorkUnits() may result in
GobblinMultiTaskAttempt.run() exiting prematurely and with an incorrect
CountDownLatch count. This has been observed to result in hangs and tasks
running to completion, but not committing.
