Recent PR test failures are unfortunate, but look unrelated. It's
unfortunate, because there's enough change here that I think we'd all be a
lot more comfortable with better confidence that the changeset has not
introduced instabilities.
I think we're pretty close to cutting a 2.5.0 from this
I recall that there was a concern about data freshness, that the masters
were all tracking the necessary state and all of them would always be
up-to-date. Region servers were not already in this business, and doing so
would put undue burden on ZooKeeper.

It sounds like we have rough consensus at least on removing the CHANGES and
RELEASENOTES files from source control. I filed HBASE-25520 to track this
work.

If it's possible, I would also appreciate it if we could add a pre-commit
hook to our repository that rejects a commit whose title does not match our
prescribed pattern. Doing so would go a long way toward simplifying the
parsing tools.

CHANGES file is incomplete.
