Follows from HBASE-19301, a suggestion by [~zghaobac].

To prevent a CP accidentally closing the connection returned by 
CpEnv#getConnection -- which returns the hosting Servers Connection -- we 
should throw UnsupportedException if the CP calls #close.... Do it.
