Another update. I moved HBASE-25019 out, to 2.5. It is an issue where a Maven bug might strip the executable bit from scripts. I can check this manually when reviewing the bits for 2.4.0 RC0. I don't think missing executable bits are sufficient to sink a release though I agree it is inconvenient.

Updates A security issue in a third party dependency has been raised as a concern. We need a new release of hbase-thirdparty, 3.4.1, to complete, before 2.4.0 RC0 can be built. At this point we are waiting for that release to happen. HBASE-25242 was marked as a blocker but it is not actually a bl
