For example, when the cluster is not in running stage, receiving a REST request 
would still return a 200 HTTP status code with below response payload :

    successStatus: 1,
    sessionToken: null,
    error: "Failed to handle request (received request while stopping grid).",
    response: null
}

 

Should REST API return a non-2xx status code instead?
