services are now back to normal.

We have discovered a TLS configuration problem on gerrit.cloudera.org,
which broke secure communication between Gerrit and the precommit services
running on jenkins.impala.io. We have requested gerrit.cloudera.org to be
fixed; in the meantime we are also implementing a workaround for
jenkins.i
