I'd like to reinitiate the conversation about KIP-977. This KIP was
approved and scheduled for release 3.8.0 but appears not to have been
shipped.
At Salesforce, we're exploring implementing this KIP (draft PR: [
https://github.com/apache/kafka/pull/20397](https://github.com/apache/k
nario, where
all the leader partitions of the topic are on one broker, the client can
produce 4MB/s for this topic. However, if they are evenly distributed, it
can produce 4x6 MB/s. So, the motivation is to make the quota more
predictable and make it independent from how the partitions are stacked
