Heads-up: ccache now used when building on el6

I just merged a fix for KUDU-1961, which enables ccache in conjunction
with devtoolset-3 when building in RHEL and CentOS 6 environments. I
don't expect it to cause any problems, but let me know if you
encounter unusual build failures on el6.
