Yes, this is possible.
I can download all tests from TCM and convert them to PO files so
they can be translated in our usual translation work flow

We are following "Translate on first testing" policy and managed to get
~25% of all tests in TCM translated. I believe that this will make
testing easier and enable as many people as possible to participate in
the regular testing process.
