Public Review Issue #121, Recommended Practice for Replacement Characters

The Unicode Technical Committee has been requested to specify what the  
recommended practice is for replacement characters in converting ill-formed  
subsequences. See the review document for further explanation:

Public Review Issue #122, Proposal for Additional Deprecated Characters

The Unicode Technical Committee is considering giving a number of  
additional characters the Deprecated property. For more details, see the
