(a generic RuntimeException would result in a 500 I think?) Not sure what the right error code is for something like OOM though. At least it unlocks concurrently loading thread, for the price of repeating hopeless initialisation attempts or causing NPE in calling code. After test injection is switched on, UIF is successfully initialised with the single instance.
